Assistant Procurement Officer


 The International Water Management Institute (IWMI) is looking for a competent, self-motivated and dynamic candidate to handle all inward/outward shipments and clearance of goods on a duty-free basis, and liaise with relevant government ministries, departments and authorities as required. Reporting to the Senior Procurement Officer, the Assistant Procurement Officer will also be responsible for monitoring the procurement activities of IWMI’s regional offices to ensure compliance with the Institute’s procurement policy.


General Duties And Responsibilities
  • Assist the Senior Procurement Officer in managing the day-to-day delivery of procurement and administrative services under the close guidance of the functional head.
  • Ensure that all procurement activities are carried out in accordance with IWMI’s Procurement Policy.
  • Assist the Senior Procurement Officer to initiate periodical reviews of IWMI’s Procurement Policy and recommend amendments as and when it becomes necessary.
  • Maintain the highest professional, ethical, moral and legal standards in all procurement activities undertaken. All conflicts of interests, including any relationships with IWMI suppliers, should be promptly declared in writing.
  • Liaise with the Inland Revenue Department to obtain tax clearance and value-added tax (VAT) exceptions. Continuously monitor changing regulations and ensure all paperwork is up to date.
  • Liaise with the Sri Lanka Customs Department to ensure up-to-date registration of IWMI, and constantly monitor and report issues that arise related to the importation of goods by IWMI, and clearance of shipments of, and issuance of duty-free liquor to, IWMI’s expatriate employees. Continuously monitor changing regulations and ensure all paperwork is up to date.
  • Procurement - obtain quotations from both local and foreign suppliers for the purchases of goods and services, track orders, follow-up deliveries as necessary to ensure delivery within the stipulated time frame, and maintain records of products purchased, delivery information and invoices.

Requirements

Qualifications, Experience, Knowledge, Skills and Abilities:
  • Bachelor’s degree in Economics, Business Management, Finance or a related degree from a recognized and accredited university.
  • Certificate in Procurement and Supply Chain Management (Desirable).
  • At least 1.5 years of relevant experience in a reputed establishment directly involved in Procurement and Supply Chain Management.
  • A good command of the English language, both written and spoken.
  • Solid knowledge and understanding of procurement processes, policy and systems.
  • Demonstrate an excellent service approach.
  • A team player with good communication and interpersonal skills.
  • Conversant in Word Processing and other Microsoft Office packages.
  • Very good computer skills to analyze data, consolidate information and track measures (Excel).

TERMS OF THE APPOINTMENT

This is a nationally recruited staff position and only citizens of Sri Lanka are encouraged to apply. The duration of the contract will be for a three-year period with the possibility of extension based on performance and availability of funds.
